Not always, as an amp typically puts off a lot of heat, which can affect the performance of the preamp section in a receiver. There are other reasons for differences in performance, but this is the first that comes to mind, and the easiest to understand. Separates avoid this problem by giving the amp room to breath and the preamp stays nice and cool. Withe the Sunfire, their amps tend to run fairly cool to the touch, so heat would not be as much a factor. However, when I drive my LSi-15's with my Cinema Grand 400/7, the amp does get much warmer that it does when I am running my SDA's. With what you are trying to set up, I feel it safe to say 95% is accurate...
That said, 4ohm loads place more demand on an amp than an 8ohm load does. For this reason and for the fact you already have a TGA7200, I feel your best option is to go with a preamp like a TGP-5.
