Final Cut Pro or Sony Vegas help!!!

Okay, so I am working on a video for a project at work. We have recorded scripts and then video clips that go along with the audio. The video clips do not have to match up with the audio on a specific timeline, but they do for the overall timeframe. I have everything down with our production guy, but he cannot seem to get Final Cut Pro to speed up the clip so that it matches the time of the audio clip(for example, I have a 48 second audio clip and a 3:21 video clip and we need to speed the video up to 48 seconds).

If anyone can give me a heads up on how to do this in either final cut pro or sony vegas it would be greatly appreciated. I am trying a few things, but if someone just knows and can educate me it would save a lot of wasted time.
