It's a Ural Patrol...yes, that Ural of Stalin Era Soviet fame.
The Patrol seems to be based off the late 30's and early 40's BMW R 71 motorcycle that gained a rough and tumble reputation, especially in foul weather.

I have test ridden one! The BMW motorcycle dealer in Iowa City IA also sells them, and they had a demo one when I test rode a BMW bike. They are just plain cool! You get this retro type feeling when you ride one, like you should be wearing a Red Baron hat and a scarf! They are actually pretty nice to ride. A little under-powered and you won't win any races, but pretty smooth and I'm told they are pretty reliable. I wouldn't have one as my primary ride, but a used one to have as a second bike, that would be very cool!DKG999

I rode the older Ural motorcycles and those are built like tanks.
