subs making loud noise when car is turned on and off

just bought a new amp(P.G. ryval V8001) and subs(2 P.G. Octane R). well i had the amp kit installed at car toys a few months ago and it worked good with my other amp and subs. bought the octane r's and it blew my amp so last week i went out to get the ryval v8001. my friend was hooking it up for me and blew the fuse on the battery cable by the engine because he didnt disconnect the battery grrrrrr. well my other friend bypassed that by hooking up speaker wire to the connectors on the fuse on the battery cable for my amp because he wanted to hear how the subs sound. well he adjusted the bass and it sounded great then the fuse blew for the main radio (stock deck for 2002 honda accord) well i went in and replaced both fuses but noticed that when i turn the car on i get this loud rumble that last maybe 3 seconds. when i turn off the car and the key is in the ignition it is continuous oh and it blows the fuse connected to the battery cable for the amp. any help i will very much appreciate it thanks a lot

p.s. i checked the ground cable scratched the paint and when cartoys hooked it up they placed a metal washer there as well seemed good to me. plus the rca cables are on the same side as the battery cable it didnt effect my other subs but might switch them up to see if it works
