Need help with pool system

The community pool asked me to put together an sound system for them. I have given them receivers and outdoor speakers last couple of years. They have gone trhough 3 receivers in 2 years. They would like to install a system so they can play music and have a microphone to make announcements and call swim meets. I imagine horn speakers would be better for the microphone, but I am not sure what to get so music sounds OK.

I need advice on outdoor speakers, receiver and how to run a microphone into it. I think 2 spearkers are good for now, but they might want to expand and put a couple speakers in the clubhouse.

    Best Buy has a base line Denon 7.1 AVR on sale for $300. Add 2,4, or 6 Polk Atrium 45's and you can run it in 7 ch. stereo? The Atriums are $200/ pr.
    Or you could go REALLY base line with Insignia outdoor speakers. They're $33/ pr.
