A friend of mine is looking for a decent quality $100 DVD player. No need for progressive scan, optical out, etc. because it will be connected to an older counsel TV, and she does not have 5.1 surround or a decent stereo for that mater. Any brand/model suggestions?

Best Buy is running a sale on their players right now. JVC's as low as $89, Toshiba's down as low as $79 and even a Mintek at $57. Go to their website and check'em out. I know JVC and Tosh are quality players not sure on the Mintek.

I need one of these for the livingroom rig.

I would go with a major brand like Sony, Panasonic, Toshiba, Pioneer and stay away from Apex, GPX, Oritron, etc. They all have budget DVD players that will meet her needs.
