Tuner muting problem

I have a Kenwood KT-8007 tuner that works fine, except for the fact that it's noisy between stations, even with the muting on. Is this a problem that can be solved with Deoxit, or is there something wrong with my muting switch? It's a 3 position switch, & seems to have no effect in any position.
