Even at low speed, those multiple smaller fans have an annoying whine to them and dont move much air.

I made a custom bracket and used 2 of these...

200x225x30mm Antec ball bearing pc case fans....they are HUGE..dead silent on the lowest speed and move much more air.

Used an old netgear router power supply for them ( Very high current 12v output ) ....just had to put molex connectors on the output.

prolly $700-$1000 just for an empty rack that size. we have a smaller Mid Atlantic rack at work that was about $600. I can only imagine having something like that.

Its a standard data center style rack. Comb the local CL.
I've found them used $100-200. There are also more open
style 2 post racks. You can also get fan kits, shelves, front spacers.
Graybar, Anixter, Fry's, other telecom suppliers can get all that hardware.

+1 on the CL. Every single IT guy in the world has pulled one of these out of the dumpster, put it in his basement, gotten married and been forced to ditch it. The come up on Craigslist all the time for next to nothing.
