It's been awhile, so I'm rusty.

Can I pay on credit card in paypal, if I don't have a paypal account?

    You will need to setup a basic 'Personal' PayPal account. For the Personal account, you don't have to jump through all the hoops like you do if you're a seller (Premier account)

    It used to be in order to use a cc you needed a Premier acct. It may have changed since I set up my Paypal account.

    It hasn't changed. You just need a personal account to send money with a credit card. You need a premier account to recieve money from a credit card.

    Do they still have that policy of limiting how much you can spend without a verified bank acct?

    I remember when I first signed up you were limited to like 1000.00 until they verified your bank acct. They sent like .05 and .10 to your bank acct and you would verify that they sent it to the right acct by telling them how much they deposited.
