FXi3 grille - two cloth layers?

I am redoing the grille on my FXi3's and noticed that there is an extra cloth layer underneath the top layer. This extra layer does not exist on my RTi6's or CSi5. Is this layer needed? What would be the consequence of removing it?

So would you remove it or simply leave it alone and put a replacement cloth on top? It's glued to the diamond shaped grill pattern. Not too difficult to remove with a razor blade, but if it really makes no difference then it will save me a little labor.
