It looks dubious coming from a Ford site but the news story references a study done by an independent group that performs this study every year for Ford. They have also perform similar studies for GM in the past. It is based on statistics gathered from owners of all makes concerning initial ownership.

From the article:
The quality of Ford, Lincoln and Mercury brand vehicles soared to the top of the charts equaling that of Toyota and Honda, according to the first quarter 2008 U.S. Global Quality Research System (GQRS) study conducted by RDA Group of Bloomfield Hills, Mich.

The study shows Ford’s domestic brands improved 8 percent versus last year with a combined average of 1,284 things-gone-wrong (TGW) per 1,000 vehicles during the first three months of ownership. This performance is statistically equivalent to the 1,250 TGW level of Honda and Toyota.

It's honestly not that far off the mark either because Ford and the other Ford brands have been gaining in good marks from other companies like J.D. Power and Consumer Reports and even the magazines like MotorTrend and Car & Driver over the past few years. The overall ranking of the company will likely jump since since they shed quality under achievers like Jaguar, Range Rover and Aston Martin in recent months. If Ford can clean up Volvo, they will be on par with Toyota and Honda. Incidentally, reports are showing that Toyota's overall quality is slipping and even Toyota says so. But Toyota says it is just growing pains as the company gets bigger.

I have a 2007 Toyota, and it's not all that great. Honda is likely better, but ugly. Ford has some nice looking/feeling cars out, and if they are built well, people may come back to the fold. Nice.
