Problem with Carver/SR7001

I'm sure this is a dumb question, but I am new to all this so have mercy..
I'm just trying to set up a 2.1 system with:
Polk SRS 2.3TL
SVS PB-10
Marantz SR7001
Carver m-1.5t
When I connect the amp to the preouts on the 7001 using RCA's I get pass through but no amplification. However, if I run RCA-speaker wire directly from the amp to the L/R Binding posts it is fully operational. What could be the problem? Bad preout? The 7001 I just picked up recently, it is refurbished.

You should only get amplification if you have speaker wire connected to the loudspeakers....not with RCA only.

-With this connection amplifier works, but I get a constant hum in the right channel. The connection between the receiver binding posts and the amp is rca on one side (amp) and speaker wire on the other side (marantz) -
Why are you connecting the speaker level outputs from the Marantz to the Carver? You shouldn't do that.

I just get very low level output...should I be getting into the +db volume range when connected to the amp?

That will vary with any amplifier you connect do to the different gain characteristics between both components. Keep turning it until you get volume without distortion, which should be fairly easy to determine.
