I have RM10's hooked up to my Onkyo TXSR304. However the volume has to be turned up very high to hear sound.

Is the receiver not powerful enough for the speakers?

No, it has enough power. Double check all of the connections and make sure that you are on the correct input.

I double checked everything. It is all good. On the receiver, I can adjust the volume of each speaker. Right now, it is set to 0db. What is the highest I should adjust these to?

Silly question, but do you have the A/B channels set correctly? You can run the db level as high as it'll go, but you shouln't have to?
good luck & welcome to the forum

Right now i have to set my volume on my receiver to 30+ to get good sound. My max volume is 70. Is this normal?

After i set the db on each speaker to +6 it helped alot.
