HT Buffs . . . I need some help.

Ok, I am a 2-Channel guy, however, I need to put together a good home theater for by brother. He is limited to a receiver and speakers. He plans on running some Totem Mites in 5. 1 w/ a sub. He also has a 1080p TV w/ Blu-Ray. These are the basic components that the receiver needs to run.

What receiver would be good and would offer a substantial amount of power for his system. Bear in mind that he doesn't want any unnecessary extras. He doesn't need WiFi connectivity or anything else that doesn't really contribute to sound. SQ must be the focus.

Oh, budget is about $2000, but willing to go lower or higher.
