Thats actually not so far fetched. I agree with eloplayspolo grab yourself 4 alpine type R 12's, will have to be a huge box, but i would advise giving them more power. Somewhere around the 1k mark per sub, which would involve more amps. Take a look at sundown or the such. But find one that is around 2k @ 1ohm and grab two of them.
Next up will be your electrical. You will NEED 1/0ga power/grd. Not to mention atleast a 200 amp ho alternator. A yellowtop under the hood and i would go with a kinetic 2400 per amp. Oh yeah dont forget the big 3.
So yes while it is possible to shake the **** out of a neighboring car, and it is possible to do it with four 12's that are less than $200 each, it will still require more money, time and effort to bring it to fruition.

Those subs will take 1k + daily. If ya gonna do it, do it right.
If the original poster is honestly saying 3 15's arent enough (which im guessing box and power arent propely done), then he is gonna have to seriously push those 12's to be somewhat satisfied.

i got a RF P1000-bd putting about 1300 watts at 1ohm
my friend has 4 12 inch jbl's and they are louder than any system iv heard and he only paid 100 bux per sub. i could go with 8 of them for the same price but id have to get a second amp. and turn my car into a speaker box
i was looking at the RF p2 subs for sell around 200 im thinking they might do the trick. -
Those alpines will hit a hell of a lot harder than any RF sub for 200 bucks. im not a fan of RF unless its the top of the line stuff... their amps ive heard good things about though...
what is it that u want, u want them to hit hard or do u want a massive wave of bass that doesnt stop? personly i think the 2nd sounds like crap which is why i went with 2 10s in a small sealed box. it hits freaking hard, people roll windows up, vibrates your hair and stuff... i mean do u not care about sound quality at all?2013 Toyota Prius

well my 15's make my hat shake and hair vibrate. and people can hear me half a mile away but its just not right. it just doesnt get loud in the truck.
i do like quality but i want to be able to hit the bass switch and knock doors down. do you know anything bout the momo 15s? it seems like there is only one song that hits and thats t-pain-2 step remix. all my cd's are limewire dowloads -
LOL this may sound funny but one of the best CDs ive ever used to test a stereo was Dr. Dre 2001 Da Chronic, it will test your full setup but there are some insane hard hitting songs. Also give Young Jeezy - White Girls a test, those are the ones i can think of off the top of my head that make people smile when they ride with me.
have u tried firing them into the back of the truck or at the front of the cab?
Also, if your saying 1 song doesnt hits harder than all the other ones, there's a good chance your tunning is off, if my car sounds the way it does with 2 10s in a sealed box, what u have should be plenty freaking loud in your truck. What are your stereo settings at what kinda head unit do u have where is your bass boost and your gain at on your amp. are all the speakers in your car amped?2013 Toyota Prius

also, is it possible for u to connect your subs to his car and vise versa that will give u a good idea if its your subs our your settings without going somewhere and having them charge u, if u can though, go to a local car audio installer and ask them to take a look at your setup and see if it needs anything just say i know i have the power but i dont feel it, and a lot of times they will be interested enough if u have a nice setup to just go inside and play with stuff. worked for friend of mine before i got all into this.2013 Toyota Prius

if u want sound quality and a nice big hard hitting bass, get a JL W7 and use your current amp with it, save the money and go x2 or even an SR. make sure your filter on that amp is set correctly with polk's frequency info on those 15s2013 Toyota Prius

there is no way to do it under $200 unless you go with about 1 - 12 and then you are not going to raddle windows
