Remote pre & amp turn on

I have a whole house pre and amp in a closet feed by 3 sets of RCA cables in attic to CD changer and XM tuner. This is controlled by a Niles auto off / speaker volume / IR pick up that is mounted under roof on porch outside, no it's not getting wet. 
Trouble is that some thing IR wise changes volume and or turns the pre on, not an issue with neighbors having porch speakers being LOUD at 2am as the volume control is in an auto off state when first turned on. Does anyone have an idea why this happens? I have killed the pre remote as for as volume control by taping contacts under buttons for this, but I fine the volume played with and or the unit on. Mind you it's just my wife and I in the house and these units are about 6' in the air so it's not like the volume being played with.
