If I install 5 LC80I's in ceiling for surround sound, will these produce enough bass for watching movies and listening to low music.

If you are going to be running a 5.1 using in wall speakers you will still need a sub.

Polk offers some in floor subs if you are looking to do a total in wall system.

Yeah, but the $500 sub requires a $700 Amp. I can't swing that!

So then since cost does matter,

Would you recommend going with the RC line and a powered sub over the LC line and no sub.

Velodyne makes some pretty good, reasonably priced subs. Size and power matters to your room size and personal bass prefrences.

    I would recomend the PSW1000...

because it goes to 11 :D

The volume control on the front goes to 11

For the "goes to 11" refrence, you need to watch the Spinal Tap move.

You definitely need a sub for that setup. It's going to sound very thin without one. No offense to Polk (I have loved the many polk speakers I have owned), but I don't think they offer the best performance/dollar ratio out there in the sub department. Try to fit an in room sub into your decor of you can (SVS, Velodyne, Hsu). If not, I heard a Boston Acoustics in wall/floor sub that I liked, I think it was called the sub 10f. You would still need an amp for that one...could probably pick one up cheaply on audiogon.

So will the RC's with a decent sub create good system for HT?

Get the LC's and get an SVS sb12 sub ($699). It is small and hits pretty hard for a little box. Bite the bullet if you have to to get a bangin system that will last you a very long time. SVS also makes a couple less expensive sub's but are a little bigger than the sb12. Check out there website.

A sub bass is almost standardization in many professional cinemas from Dolby SR installations to SR-D so yes a subwoofer should be used. The more subs you install the better the lower end will sound at its best. But please remember a sub bass speaker should only accompany the sound system not overwhelm it.
