Surround speaker placement

Hi all, In the education section of this site, it's recommended that surround speakers, such as the FXI5 be placed 6 -7 feet from the ground. My question is , Where is that measured to? The bottom of the speaker?, the woofer, the tweeter, or just center mass? Thanks for any input.
