Im going to get my son a sub set up for his 93 civic,Ive decided on an 8" polk,but need suggestions for an amp,price is the main factor!

Excellent choice.
For that sub youd need a good 200-300 watt amp to power it properly.
If price is your main concern, I suggest Profile. Theyre an entry level amp manufacturer but they do make quality gear.
