Volume difference between SDA and stereo drivers

How loud should the dimensional driver be when compared to the stereo driver on my SDA 2B's? If I fade the balance all the way to one side, I can barely make out any sound from the dimensional driver on the other side. The meters on my amp willswing to around the 1 watt mark, while the other side remains almost completely still. Is this typical?
