possible blown driver?

I just recieved a pair of RT7s that I got off Ebay and when I hooked them up one sounded as if the tweeter was the only driver working. I pulled the woofers out of each one and hooked them up independently to test them --I get sound out of both but one sounds like it is trying to be a tweeter. Anybody know what is going on and what my options are?
