tweeters and power

First off i have a question about tweeters.....
i have a pair of DX components of front and a pair in the back. yesterday it was raining really hard and i forgot to roll up my window!!!(i know im stupid!) and the tweeter got all wet! and i was wondering how this can hurt my woofer and tweeter? and how can i tell if the tweeter is wrecked? and woofer?
ANOTHER question i have is with power.......
right now i can get about 11.8 volts to my amp, how is the best way to get 14.4 volts?! would a capacitor do it? thanks for your help!!

You should be getting the 14 volts when the engine is running because of the alternator's output, and about 12 volts when the motor is off.
