What's the goo in my tweeter?

I replaced the tweeter in my RT3000 last night with the one from my RT55 and both of them have some kind of liquid in them.
What is it?
Why is it there?
Is it supposed to be there? (I am sure it is)
How come it doesn't leak down to the o-ring?

Just curious.
