Need help w/pic's - how do I decrease size?

I tried uploading pics w/ my post but it was rejected because they were too big. How do I adjust size? I couldn't find anything to answer my question. Thanks for your help in advance.

    If you are using XP windows, have the pictures in "My Pictures" click on folder where the pictures are. See the right side of the screen you should see E-mail file / folder click there, send them back to your self they are smaller in size and file size. With them now no problem posting here or better E-mailing also.
