I've probably mentioned it before that I work for the State government. And June 30th is the end of the fiscal year. That dawn on me yesterday as I attended Day 2 of training at a downtown San Francsico multi-media center on a new desktop publishing program.....a program that we don't have and probably won't be getting anytime soon. Then today, as I come into the office, I noticed a painter painting a wall.....a wall that he just painted 2 months ago. It's that time of the year when any "extra money" need to be used. Otherwise, how can we ask for more from the taxpayers

So San Fran has extra money to just paint walls, but the state of California is practically, well actually it is, bankrupt. Ah, what a great country! There is no genuine justice in any scheme of feeding and coddling the loafer whose only ponderable energies are devoted wholly to reproduction. Nine-tenths of the rights he bellows for are really privileges and he does nothing to deserve them. We not only acquired a vast population of morons, we have inculcated all morons, old or young, with the doctrine that the decent and industrious people of the country are bound to support them for all time.-Menkin

This is a widespread issue.

Nope, I work for the State government. BTW, every year at about this time, we also get that e-mail about possibly not getting our paychecks because the State government can't pass a budget.
There are actually cities here in the Bay Area that are running surpluses.....like the small city of Emeryville, home of Pixar.
