when watching regular cable/sate non HD tv show ie news, do you have black bars on the top/bottom or both sides ? or does the image fill the whole screen

Any source that has a different aspect ratio than your TV is set on will have black bars to fill areas, or require stretching.
Some TVs handle stretching in a nice way by only stretching the outside of the picture instead of the whole viewing area. This is a nice feature since most of what you watch is centered. I'm not sure what models have this feature.
When HD becomes standard TV fair, 100% of all rerun programming will require adjustment or we will have black bars forever. thanks so it pretty much depends on the TV. During the stretch is the picture diluted at all? or is it perfect ?

Looks better not stretched, but it's all personal preference I guess.

I sure wouldn't call it perfect. Different types of action tolerate stretching better than others. I don't like peoples faces being stretched, but sporting events don't look too bad. I could let my Pioneer Cable box do the stretch, but my tv gives more stretch options:
0 - natural (no stretch)
1 - horizontally stretches the outsides of the picture, and slight vertical stretch
2 - zoom, a proportional horizontal and vertical stretch (blows a letter box up to full screen)
3 - full horizontal stretch and some vertical stretch
