So the government spend $25,000 on a report that basically told them Star Trek-like "transporters" are "highly impractical and looks to be highly impractical well into the future."

Geez, I could've told the government that for half the money.

On the other hand, the government only spend $25,000 for this report? My coworker went on paid vacation for a month and cost taxpayers an extra $75,000 in interests.

Yup, looks like a good deal as far as government contracts go. $25K is about two weeks for one engineering consultant on a government contract.
There is no genuine justice in any scheme of feeding and coddling the loafer whose only ponderable energies are devoted wholly to reproduction. Nine-tenths of the rights he bellows for are really privileges and he does nothing to deserve them. We not only acquired a vast population of morons, we have inculcated all morons, old or young, with the doctrine that the decent and industrious people of the country are bound to support them for all time.-Menkin

I've read where matter (a VERY small amount) has successfully been transported a VERY short distance. Kinda cool.

Yeah guys at MIT and a couple other places have transported ATOMS across a large room. That's about it.

And for the record, the Steven Hawkin and a bunch of other smart guys have said that the only possible way to transport people would essentially clone the person and beam them to their destination. The problem is that would leave the original at the point of origin. So you either have to kill the original (opening up all sorts of ethical dialemas) or you'll have multiple "yous" draining your bank account.
