I have an onkyo 797. It is supposed to do one rear center or two w/ 1/2 impedance. Would adding a rear center lower the amount of power available to my Fronts, Center and Rears? Or are all the amps seperate?

It would probably lower your total power (watts and amps) when all speakers are being driven, but unless you are running speakers that are really hard to drive on it (sda's or LSi's), I don't think you would notice.
The rear effects are not typically utilized that much so I would not sweat it. If you really were worried about it, I would run all the rear channels from the AVR (including rear center) and get an external 3 channel amp for the front (where it will make the largest impact)
If you have the speaker already, I would say go for it. - One thing to keep in mind - I would timber match the rear center speaker to the rear speakers. (just like the front center should match the front speakers) - I am not sure what speakers you are running, so thought I would mention it.

Yea my rears are minimonitors. But I was thinking of getting a CSi30 for the rear, so that would not be a match. There are some minimonitors on ebay but I dont know if they are worth $50
