San Francisco may become the first city in the nation to charge shoppers for grocery bags.

The city's Commission on the Environment is expected to ask the mayor and board of supervisors Tuesday to consider a 17-cent per bag charge on paper and plastic grocery bags. While the goal is reducing plastic bag pollution, paper was added so as not to discriminate.

"The whole point is to encourage the elimination of waste, not to make people pay more for groceries," said Mark Murray, executive director of Californians Against Waste.

Environmentalists argue that plastic bags jam machinery, pollute waterways and often end up in trees. In addition to large supermarkets, other outfits that regularly use plastic bags, including smaller grocery stores, dry cleaners and takeout restaurants, could eventually be targeted.

Officials calculate that the city spends 5.2 cents per bag annually for street litter pickup and 1.4 cents per bag for extra recycling costs.

Grocers and bag manufacturers argue that many people already reuse their plastic bags, and that the use of plastic won't go down because people will purchase plastic trash bags to use instead. Other opponents call the plan an unfair and regressive tax on shoppers.

    Did I read that right, the city spends $.066 per bag, but they want to charge $.17 per bag?

    Yep...they have to cover administrative costs....;)

    Read Michael Crichton's 'State of Fear' if you want to do some more head shaking about how nuts these people are. It's a great book.

    Nothing that happens in Kalifornia surprises me anymore. You couldn't GIVE me a million dollar home to move to that armpit.

    It's not all bad, in fact...I'd argue the majority of it isn't. The 'kooks' (and theres tons of them!!!) tend to congregate in a few select areas. Have you ever been to Monterey? One of my favorite places to visit. My old man is out there right now while I'm taking care of his house.

    You know what sucks? Around here you can't get paper bags anymore. All you can get is effing PLASTIC. How much sense does that make? Lets replace a bag made from a RENEWABLE resource, with one that is NON-RENEWABLE. THEN, lets **** about plastic usage!

    Maybe they should charge $.17 for each bag and put it toward helping out the homeless in that city. Its truly amazing how many people live on the streets there.

    You mean the struggling "artists" who are too "artistic and creative" to get a real job?

    And yes, I have a family member as one of these people and those are really his excuses to live in the street or off of the wellfare of others.
    There is no genuine justice in any scheme of feeding and coddling the loafer whose only ponderable energies are devoted wholly to reproduction.     You're kidding right?

    Aside from someone who is disabled or mentally handicapped (and I mean really mentally handicapped) there is no reason for anyone to live on the street in this country unless it's a choice.

    It's amazing how much money those people make pan handling. Oh, and hey...homeless people are some of the most rude mofos I've ever met. When they can whine about what you give them they're not hard up for a thing.

    Sorry...I'm one of the so-called 'non-compassionate' types. Not a 'bleeding heart' if you will.

    Giving to those who aren't in need beyond anything but their own lazyness does nothing but prepetuate the cycle. I give to those who can't help the prediciments they're in through no fault of their own. Much better causes out there than the so-called 'homeless'.

    A lot of the "bargain" grocery stores in our area, Aldi's...Save a Lot, make you bag your stuff. They provide cardboard boxes left over from product packaging or you can buy bags from them for 39 cents each. They encourage you to bring in your own bags. This way, they can keep the costs down and encourage less waste.

    Josh, you beat me to it. The Aldi's around here have always made you bring you own bags, or buy bags from them.

    Those a-holes in SF think they're first city to sell the bags..... buttholes.

    They only seem to congregate around government buildings though....

    Maybe it's to pay for that $300K Bentley Coupe that's parked in front of the Department of Environment everyday.

    BTW, this proposal only affects big chains like Safeway, Albertsons, etc.... Doesn't apply to stores that gross less that $2 million a year.
