Bored at work....venting

Work has been slow lately and today the system is down. So we get to sit around and watch the idiotic management run around in circles trying to get us back up and running. It is comical to say the least, but alarming also. One wonders, how do these people get into a management/supervisor position? Some recite the saying: It's not what you know, It's who you know" mmmm...

Point is that we just had layoffs here and there are rumors of more to come. Yet no one in the positions that actually make the decisions and are ultimately responsible for us being "slow" and not reaching "plan" get the axe. Pathetic...

    One wonders, how do these people get into a management/supervisor position?

    When I first started my government job, I was on a one year probation. My supervisor was supposed to give me an evaluation every four months. Fast forward to 18 months later, I have only received one evaluation and nothing to confirm I am off probation. I ask my supervisor face-to-face about the evaluation, which is a one page form, and he told me, and I quote, "I don't have time for this." So I went to Human Resource and had them force him to do the evaulation, send it to HR so they have a copy in my personnel file, and confirm I am off probation status.

    Several months later, I was promoted. And again I am on probation for a year (I swear, I am on probation longer than some murderers). Fast forward 15 months later, not one single evaluation. So I repeated the same procedure as above....went to HR and had them force him into filling out the evaluation form so that I can confirm I am off my probation. That was last Thusday.....I will give him until this Friday to complete the evaluation. It's not like this supervisor has a huge group to supervise; he's supervising, at most, 5 people. The evaluation better be good since I am doing almost all the work, as the other person on the program trade stocks online during work hours. The supervisor and his superior, the program manager, knows of this but they let him continue. Everyone in my area knows it too since my coworker prints out his portfolio on the office printer and make trades on the phone as well.

    My supervisor even refused to sign my authorization form for in-house training, citing "You don't need to know this." I told him I will only be down the hall for 2 hours....nope.

    The supervisors and most of my coworkers are, in my opinion, just sitting around waiting for retirement and collecting paychecks until then.
