I bought a DB 10 from this guy and when I got it home I tested it with a volt meter for continuity. It failed. Isn't the + and - on a speaker supose to have continuity? I then got a friend to bring his car over and we put it in his box and nothing. Can they be repaired? And how expensive is it?

If you measure DC resistance across the terminals, you should get something less than 4 ohms. If the speaker plays no sound when you hook it up and there is no continuity across the terminals, then I doubt that it would be economical to repair it. Contact Polk customer service to find out for sure. 1-800-377-7655 M-F, 9:00AM-6:00PM ET
