I mean who really goes in there and reads those threads? Why is it here? What was the point of it?

It's a remnant of the "old" forum. Since it contains technical questions and discussions, they though it was worth keeping around, for reference. It's locked, I guess, because there are other, more specific forums now, for technical quesions.
