    The problem with that line of thinking is they say impulsive tendencies are prevalent until the age of 25.

    Sure, but it’s diminishing returns. That’s why we allow alcohol, tobacco, marijuana (in some states) purchases at age 21 - we’ve decided as a society that the worst of impulsive behavior has abated by this age.
