Belles 21A Preamp Refresh

Sent my pre in to Rolland at Hi-Tech Audio for a refresh because
A: it was getting old enough to replace all the electrolytics
B: all my inputs but one stopped working
Having only one input left working made me nervous and irritated. When I bought it only half the inputs were working. Visiting with a fellow CP member with one as well, mentioned this was an inherent problem with his as well. When I mentioned this to Rolland he said he'd do some "poking around" to find out what was causing them to fail. Come to find out the relays are failing because they are only designed for millivolts and the inputs negative was grounded to the chassis.
Then he started talking in some techno babble and I just nodded my head like I know WTF he was talking about. Anyway got the pre back today. Works perfectly and dead quiet background.
