What is the deal with people selling CD-Rs?

What is the deal with people selling CD-Rs online? I have recently been looking on Ebay for some new CD's and just about all of the listings now have an "About this product" section where they list the format as CD-R. While some of the listings show older CDs that should be original the CD-R format keeps popping up. I have also read that Amazon sells a lot of CD-Rs. Supposedly if a title is out of stock they will burn one for you that is licensed by the record company and legal. If I buy a CD I want the original. I don't want to buy someones copy.
