If a speaker's overall frequency responce is listed as 50hz-27khz but the lower -3dB limit is 60hz, does the speaker go down to 50hz or only to 60hz? Why the difference?

Yes, it goes down or up to the rated frequency response. The -3dB rating is where the frequency starts to roll off.

Yes, it will play 50hz, but at a much lower volume.

The overall limit is usually -10 dB, but not always.

Also, the volume at which the speaker can deliver the rated F3 is important. It should be able to do it at realistic levels.
