Read the title as a run-on sentence into the post proper.
To answer the question: if there are no low frequency from that speaker, the coil for the woofer is either open or burnt/frozen. Replace the speaker. -

In all likelihood the component you're referring to is a blocking capacitor for the tweeter preventing it from producing high frequencies. If you're under the one year warranty send just the non-working speaker to: Polk Service, One Viper Way, Vista, CA. 92081 include a short note giving them your name, address, email address, telephone number and a copy of your sales receipt. If you're over the warranty period you can call: 1-800-377-7655 and select 2 for replacement parts.
