No volume control

I have hooked up my Signa S1 soundbar and subwoofer, but I can barely get any output out of the subwoofer; it just sounds like a muffled mess. The only time I can hear any bass is when I turn up the volume on the bar - which is too loud then. The bass toggle on the remote does nothing. What is the problem?
