Just to add my unsolicited opinion,When you do a google search of all the deserving bands over the last 30 years that have never been inducted their concept of the "Rock'n'Roll Hall Of Fame" really becomes quite a joke!

While it's great to see Yes and Journey make it, sadly The Cars and Judas Priest get snubbed again for reasons I cannot possibly imagine.
The Cars should be in for their first two albums alone. Both are brilliant! They, along with Yes, led the fan voting.
Judas Priest for British Steel, Point of Entry and Screaming for Vengeance!

What are the qualifications?
Simply based on age of a group?
It seems pretty much every group is inducted, as long as they are a name somewhat known.
