i bought some rti10 used (4) of them (i have my amp turned all the way up and they are not loud.

I notice the tweeters aren't the original tweeters .the tweeters in them do not work . I hook up some other tweeters and now they have tweeters . but I turned my (pioneer elite vsx-90txv) receiver all the way up and it was not very loud at all . the 2 bass speakers work and the mids work and the tweeters work now but still not loud . it sounds like they are in a hallway lol. I pulled the cross overs and they look good . I am at a loss . please help . I was so happy when I got them . now I see why I got them so cheap . live and learn .
