What is the name and purpose of this thing above the tweeter and partially covering the woofer?

No, He means the foamy rectangle above (or below) the tweeter on the RTA15TL --

It is however a diffraction thing, I am sure.

It is not made of foam on the RTA-15TL.
CTC BBQ Amplifier, Sonic Frontiers Line3 Pre-Amplifier and Wadia 581 SACD player. Speakers? Always changing but for now, Mission Argonauts I picked up for $50 bucks, mint.

Thats right Mark. Its rigid plastic about 1/32 thick by about 1 inch wide and 3.5 inches long.

On the 15TL's it is placed along the upper horizontal edge of the tweeter and is wide enough to cover the lower portion of the 6.5 inch woofer.

Its just a diffraction type deal
M&K uses a similar device above their tweeters on their lil speakers. They might have a write up on it and its uses and advantages (to them) FWIW

This plastic plate must have had something to do with the 3000 tweeter. The 8t's and 11t's had the 2000 tweet, no plastic difractor. The 8tl's and 11tl's plus the 15tl's had the 3000 tweet and the plastic thingy. And, of course, some of the SDA's. Makes one wonder if the driver was too close to this type of tweeter and instead of designing a different cabinet Polk decided to design the difractor instead. This way it would make the best of the then-new tweeter with the same box.

Seems logical to me, but........, don't say it..........
