I want a tower with a bunch of bays for HD and CD drives. Anybody seen one?

Are you looking to replicate discs or are you looking to rip multiple discs at the same time?
Replicator/duplicators typically come pre-built in proprietary cases. But the vast majority have little, if any on-board hard drive storage. They are simply designed to copy from one disc to multiple target blanks.
If you are looking to rip multiple discs at once instead, you can find towers with up to 3 or 4 external 5.25 bays but those usually sacrifice internal bays to make it happen. The exception is some of the full towers cases like the Cooler Master HAF X and the like. The problem is, you won't find one for $59.
Then you run into motherboard limitations...most ATX boards are limited to 6 SATA ports...at least at reasonable prices. You can get workstation boards with 10 or more SATA ports but you are looking at big money.
If you are ripping to a NAS or external storage, then it comes moot.
What exactly are you looking to do ultimately? That will really dictate the direction I point you in.

Just ring to build a frankemachine from old dirves that I have from other machines that I dont use. figured I could use it for network storage ripping and burning

I have a lot that I get rid of every year. I have one right now if you want it. Cheap desktop. It may not have 4 Bluray slots though.
When I say get rid of, I mean throw away. My workplace upgrades twice a year.
