I piked up a set of Monitor 4's for pretty cheap and when they arrived one of the drivers is frozen. It doesn't move in and out at all. Is this what happens when the magnet shifts? Or is this something else?

Yes.Political Correctness'.........defined

Yes.
Ok so what is happening? I looked at it but the magnets don't look shifted. I guess I need to put it next to another one?

Replace it. You may not be able to tell with the naked eye. If they got a little thump in a drop-even with no noticable damage. The magnet will shift just enough to do just as it did. Even if they have been glued id still take caution..
