Barometer question...

Picked up an Atco Model 1651 barometer the other day from a thrift and am wondering how to adjust it as it seems to be reading low. Nothing I have come across on the web has directions just for the Atco but what I have found pertaining in a just a general sense is to insert the screwdriver into the slot and adjust up or down. Well the Atco has 3 screws the same size and one smaller one. No slot. It also has some discoloration on the inside of the front glass and was wondering what can be done if anything about it.
