What's with this "tier" seat selection for concert pre-sales?

The last few times I've done concert ticket presales, they will not let you pick specific seats. Rather, you select a "tier," for example rows 1 through 12. They will not tell you until several weeks prior to the show what specific seats you have. And you must pick up the tickets up at will-call. I went along with this for Mark Knopfler and got third row dead center. However, its real hard to swallow. This is pre-sale after all. And for the privilege of selecting a "tier," where you could end up with seats way off to the side, you have to pay outlandish ticket prices. What gives?

Presales for the US dates are officially closed the closest Knopfler show to me will be in Minneapolis or Chicago the 29th of September and 2nd of October. What show did you get tickets for? Do you know the price before presales Purchases, if so what did you shell out for third row? Mark Knopfler 3rd row you lucky dog you.
At least I pre ordered the new CD, I hope I could catch maybe the Chicago show if the ticket price is not to outrageous and they don't sell out in minutes.

A buddy just got us Tedeschi-Trucks Band tickets for March 28 and they advertised that same "Tier" selection process for presale, but he just informed me that despite that he was in fact able to select the seats. He got Row N, which surprised me b/c again the tickets were pricey ($75 for that section) and I didn't think they'd go that fast.
