should i use the the loudest speaker and set all the rest to that level or use the lowest and set the rest to that level

you should set all speakers the same.. to 75db using a sound pressure level meter from Radio shack. slow response, "c" weighted. doing it by ear doesn't work.

You should get an SPL Meter and do it properly for the best performance from your system.
