do I need a better pwr conditioner

Right now I have a Samson PS-15 powered plug strip. Specs will be provided later. What I noticed is some minor flickering of my lights in the living room where all my gear is. I have 7 devices plugged into the Samson and lately I've been become aware of a kind of veiled sound. It doesn't matter what speaker set or in fact what system I use. The only devices not plugged into the Samson are the 40'' Toshiba, cable box, and the Klipsch sub which is on the other side of the room. Only 1 outlet is feasable for logistical sense. I already saw an ad in C/L for a Monster HTS-3500 for $60 but this is an old listing under specific search. Would this device be better than what I have now ? Also, and I don't know if it's related or not during this winter in particular I have been picking up huge amounts of static electricity, enough to see the arc when touching something and to pile on I have aluminum wiring through out the house.
Would a beefyer power condioner be benificial to my problems spoke about given house hold conditions?

    The static is likely due to the dry air in your home from running the furnace. I'm experiencing the same thing in my home.

    I don't have a furnace. I have a garden apt w/ forced hot water heating but I do think it has to do to weather conditions. Need more help for the answer of the sound being veiled on all systems. The 2 common denominators are the outlet and the Samson that all is plugged into. Inter connects over time have replaced to the final configuration of BJC Belden #1694a 1mt from Adcom to pre, Signal Cable Analog I from pre to cdp, Monster Cable 1mt from audio out of Yamaha to tuner in of Onkyo, JVC ql-A 200 tt comes w/ device

    Have to agree with Jeremy on the static issue. Relative humidity drops in the winter months. Doesn't really matter which type of heating you use, below 40% relative humidity you get static electricity issues.

    If your lights are dimming, that is normally an indication of a large draw on electrical circuits. Could be just the wiring to an individual breaker, affecting loads associated with that particular breaker. Could also be an issue such as an air conditioning compressor starting, affecting the loads to all circuits in the breaker box. You may have to many things hooked up to that outlet, which could be using the same breaker as your lights.

    Second possibility is that you have a plug or light switch going bad. The plastic casing will sometimes degrade causing the same symptoms.Usually get these problems with switches and plugs that cost around a dollar, which is why they are so cheap. Rental property, bet on cheap things.

    Replacing you power conditioner will not help with either one of those problems. It's job is to condition a signal and get rid of noise contamination. It can't add or subtract voltage from your outlet. I personally wouldn't purchase a used power conditioner, especially if I didn't know the seller.

    Like you mentioned LW, doesn't help that you're stuck with your house totally wired with aluminum wiring,ugh.

    Guys I know it's 50 something years old. I counted devices in bdrm alone plugged in comes to a count of 14 including lamps, computer, printer, minor stereo stuff cable and so on. I do have generic plug strips all over the place also getting phone base modules, lighting and other assorted stuff. I have had this for at least 4/5 years now and of not everything is on at the same time.
    My circuit breakers have never tripped so it never occured to me I might be pushing the limit of This Old House. I did get back a reply on the Monster conditioner, he still had but it was promised to some one else to be picked up.So it's a good thing that I did not run out and get it after hearing it really would not make a difference here.
