I understand the concept of a power enhancer cleaning up incoming power.
However, can electromagnetic radiation of nearby motors, passing cars, radio signals, et c.
affect operation of capacitors, resistors, diodes, and other circuit components, making the need
for a power enhancer kind of moot?

Those external power supplies not connected to the power grid shouldn't interfere with your electronics. Even those hugely powerful CB base stations, popular in the 1970's would have minimal effect on your electronics, unless you happen to have one in your home and aren't conditioning the power from the outlet to your electronics.
