Help! What's this inside electrical panel?

I found this inside a household panel board. Are these surge suppressors? There are 2 of them across a 220 breaker

Any help is appreciated . . . Thanks!

    Looks like a noise suppressor, a very basic filter

    They are 100nf 250 volt interference suppression caps.The Y2 indicates they are rated for safe useage in the line to ground legs of the AC line without the chance of a failure,thus creating a dead short and potential fire.

    To be clear, the device(s) are both under a 220 breaker by themselves (not with any other electrical lines/standing alone). Will this "condition" the entire panel? or is it simply low quality attempt to filter noise? If it is not joined with anything, it's useless, right?

    Noise suppression....as in to eliminate noise in the actual current line (same effect as a power conditioner) , or do they remove any hum coming from the panel itself?

    Any X10 in the house, maybe a "Cheap Repeater" for it?

    DJ7 is on the right track. Noise filters have been installed with X-10 and other PLC home automation devices due to communication interference.

    Added if homes had to many "dirty equipment" like fluorescent lighting, pool controls etc

    What breaker appliance is this tied too?

    I would take it out! and if you want some kind of filter, I would get a RFI and EMI filter. Cable monster have some. and they work very well. I have one and I have tested it and it really cleans all the garbage that is in the AC line.

    With the breaker on, caps would shunt high frequencies.

    At the panel instead of out on the audio circuit leg really should be a good thing for other noise created in the house on other circuits. I can't right off think of any reason to pull them. But adding anything more on the audio circuit would still be good to help with the devices plugged in there, like switch mode supplies.

    With the cap on the leg 120vac to the other leg 120vac it would put the high frequency to the other leg if the noise is one of the leg. This cap is bridging signal to the other leg when the signal is on one of those legs. If a cap was wired to a leg and a neutral then yes this cap is shunting high frequencies.
