Interesting 1.2TL crossover issue

I have been working on a set of 1.2TL and I was doing measurements comparing mine to the stock networks and very interesting thing popped up.
On the stock crossover on the T3 circuit the 12uf cap that is supposed to be wired in parallel with the 22 ohm resistor and the bypass cap, one leg of the cap is wired to these components but the other leg is connected directly to the output of T3 versus connecting to the correct point on the crossover and then using a jumper to the T3 connection...
I am just curious if this is normal? Have others seen the 1.2TL connection performed this way? On one it even looks like at one time it was soldered the way I am mentioning but was converted to this configuration. The other crossover does not show this.
